Using GroceryPulse's daily price tracking system, we compared a standardized basket of 50 essential grocery items across every major Canadian retailer in 13 cities — from Vancouver to St. John's.

The Short Answer

Discount banners consistently beat full-service stores. No Frills, FreshCo, Food Basics, and Maxi are almost always the cheapest options in their respective markets. Among full-service retailers, Real Canadian Superstore tends to offer the best value.

How We Compared

Unlike anecdotal comparisons or single-item price checks, GroceryPulse tracks the total cost of the same 50 products at every store. This includes essentials like milk, bread, eggs, chicken breast, rice, bananas, and canned goods. The basket is designed to represent a typical Canadian household's weekly grocery run.

Prices are collected daily from publicly available retailer websites. We use a weighted Jevons index — the same methodology recommended by the IMF — to ensure fair comparison.

Cheapest Grocery Stores by Region

Ontario

In Toronto and Ottawa, No Frills and Food Basics consistently rank as the cheapest stores. FreshCo is typically close behind. Among full-service stores, Loblaws and Metro are significantly more expensive — often 15-25% higher than discount banners for the same basket.

Quebec

In Montreal and Quebec City, Maxi and Super C are the discount leaders. IGA and Metro tend to be the most expensive options.

Western Canada

In Vancouver, Calgary, and Edmonton, No Frills (where available), FreshCo, and Real Canadian Superstore offer the best prices. Safeway tends to be one of the most expensive options in western markets.

Atlantic Canada

In Halifax, Moncton, Charlottetown, and St. John's, Atlantic Superstore and No Frills typically offer the lowest prices. Sobeys and Dominion tend to be pricier.

Why Discount Stores Are Cheaper

Discount grocery stores like No Frills, FreshCo, Food Basics, and Maxi keep prices low through:

  • No-frills store design — Less expensive fixtures, minimal staffing
  • Store brand focus — Heavy promotion of private-label products
  • Limited service — No deli counter, bakery, or prepared foods in many locations
  • Bag-your-own — Customers bag their own groceries

These savings are passed directly to customers. Our data shows discount stores are typically 15-25% cheaper than their full-service parent companies for the same products.

What About Costco and Walmart?

Unfortunately, we cannot currently track Costco or Walmart prices because their websites use aggressive bot protection that prevents automated data collection. Based on industry reports and consumer surveys, both retailers are generally competitive with discount grocery stores, though Costco requires a membership fee.
